Here’s the text revised in English with subtle grammatical adjustments:The presence of large sections of abandoned spaces within the urban fabric often leads to situations of physical decay, impacting the property value of the entire city and reducing the appeal of nearby public spaces. However, once transformed, these spaces can quickly become vibrant and livable new urban centers, with positive regeneration effects that spread powerfully, bringing remarkable benefits to the city and to the stakeholders involved.

The area of intervention is strategically and infrastructurally significant, as its location and size offer a real opportunity for the development of the entire region. The regeneration of the former military complex in Cerovo addresses environmental, social, and economic aspects. The creative hub aims to be recognized as an important driver of local economic development and as a source of value for both the creative and entrepreneurial potential of this region.

Built in 1972 to serve the Yugoslav People’s Army, the complex is located 1.5 km from the city center. The regeneration of approximately 20,000 square meters supports the development of cultural tourism alongside other development projects initiated by the Government of Montenegro, such as new facilities and ski resort complexes on the slopes of Mt. Bjelasica toward Bijelo Polje, the Đalovića Cave tourist-speleological complex, and the new city promenade in Bijelo Polje.

As the largest regional complex for the development of creative industries in Montenegro and beyond, the Center is expected to attract a broad cultural and media audience, with tourists and event attendees as primary target groups. The project’s objective is to promote creative and cultural industries in northern Montenegro, highlight local culture, heritage, artists, and creative products, and establish sustainable mechanisms for their production and market placement, both locally and internationally.
