Studio Libeskind in collaboration with ELD, reveals the architectural vision for the transformation of the iconic Boerentoren office tower in Antwerp into a dynamic cultural institution that is to become the home of The Phoebus Foundation’s world-class art destination in Europe.


The develop is led by Belgian logistics group Katoen Natie and its Chairman and CEO Fernand Huts, the project reimagines the 1932 landmark as a dynamic public space that celebrates heritage, contemporary art, and panoramic city views.
Upon completion of the restoration, the tower’s cultural programming will be curated by The Phoebus Foundation, a public benefit foundation led by Executive Director Dr Katharina Van Cauteren. The art foundation will oversee the building’s transformation into a vibrant hub of artistic and cultural experiences.


Inspired by the rich and layered history of the building—spanning its original 1930s Art Deco design to the Brutalist interventions of the 1970s—the design pays homage to the past while boldly ushering in a new chapter for one of Europe’s earliest skyscrapers.
Studio Libeskind has developed the design for this historic transformation. The design not only honors the building’s architectural legacy but also establishes it as a thriving urban destination.


Highlights of the redevelopment include:
A Reimagined Crown: The tower will feature a new crown, reinstating its striking silhouette in the
Antwerp skyline. Two lifts will carry visitors to elevated panorama halls and an open-air observation deck with sweeping views over the city and the Flemish countryside.
The Sculpture Garden: A publicly accessible sculpture garden will offer vistas over Antwerp’s historic center, the River Scheldt, and the city’s architectural landmarks. A fine dining restaurant will complete the experience.
The Atrium and ‘Tower Living Room’: An impressive atrium will serve as the heart of the building,
housing cultural events, exhibitions, and public encounters. A new ‘Tower Living Room’ will become a museum-like space open to all.


Respect for Heritage: In full alignment with Flemish heritage regulations, the project preserves the original steel structure and façades. The design blends architectural conservation with contemporary civic ambition.
Following extensive consultations with the Flemish Heritage Agency and the City of Antwerp, a principle agreement has been reached. Over €100 million has already been invested in the project’s preparatory phase, including the removal of 4,000 tons of asbestos-contaminated materials.
