The project is part of a broader initiative to transform Tirana into a more sustainable capital, with more than 65% of the reenvisioned city dedicated to pedestrians and cyclists. Positioned next to a major public square and forthcoming park, New Boulevard Tower is a prime example of how thoughtful design is playing a critical role in shaping the city’s new urban identity.

With multiple projects underway and a dedicated studio in Tirana staffed by local architects, planners, and designers, Oppenheim Architecture has been a long-standing contributor to Albania’s strategic transformation. New Boulevard Tower reflects the firm’s ongoing investment in the country’s architectural evolution, alongside civic and cultural projects like the College of Europe and Besa Museum.

The ground-level New Boulevard Tower features an urban plaza that links the boulevard, square, and park, encouraging pedestrian circulation and creating a lively space for social gathering. Inside the tower, each apartment features a continuous wrap-around balcony and ample natural light. The top three levels are penthouses that offer panoramic views of Central Park and beyond. The tower’s cast-in-place façade combines textured surfaces and Tirana-inspired pigments, creating a dynamic visual experience that shifts with light, shadow, and perspective. Sustainable strategies integrated into the design, such as green rooftops and energy-efficient systems, help to advance the city’s broader environmental goals.
