Former 1903 school building transformed into training institute SSR
The former secondary school building on the Catharijnesingel in Utrecht has been transformed by DP6, i29 and their design team, commissioned by the Central Government Real Estate Agency. It now houses SSR, the training institute for the Judiciary and the Public Prosecution Service. The stately building has been carefully restored and made more sustainable, allowing its original qualities to shine once again. A new time-layer has also been added, connecting with the existing architecture while aligning with the identity and ambitions of the training institute.

Rich history and symmetrical layout
Building H was constructed in 1903 on the Catharijnesingel as a municipal secondary school, designed by architect F. J. Nieuwenhuis. It was a stately building with a symmetrical U shaped floor plan, long sightliness, and a great sense of spaciousness.
Until around 1995, the school building served as an educational building. It was then converted into office space belonging to the newly constructed Utrecht Courthouse, which gave the building its current name: Building H. Continuous corridors were enclosed to create office spaces, sightlines disappeared and suspended ceilings were added. The original entrance and staircase consequently lost much of their function.

Clear structure restored
DP6 and i29 created a design that brings the clear structure of the historic building to the forefront once again, while adding a new layer that reflects SSR’s identity: a familiar, creative and inviting learning and working environment where course participants, teachers and staff feel at home.
Walls added over the decades, fire separations in the entrance hall, suspended ceilings and other clutter have been removed. The clear symmetrical structure, lofty ceilings and stately spatiality of 1903 are once again perceptible, and the craftsmanship in the detailing has been made visible. Strategic openings have been created to add transparency and sightlines, enhancing spatial connectivity and daylight penetration. The green inner garden has also been made accessible from the hall—an oasis at the heart of the building where the concept of meeting and learning from one another continues outdoors.

Balance
The key principle in the design of the new elements is balance: between old and new, between stateliness and homeliness, between round and square forms, between soft and hard materials, between transparency and a sense of security. Balance also refers to the scales of Lady Justice, symbolising the weighing of arguments, evidence and testimonies—and thus the foundation of the judicial system.
Through consistent, carefully considered choices in materials, colour palette and detailing, a unified overall impression has been created—one that radiates high quality. The original terrazzo corridor floors on the ground floor have been restored, and the same vestibule atmosphere has been recreated on the upper floors through a new trowel-finished floor with an elegant lined texture. New dark-steel interior frames contrast with the old, preserving the legibility of the original openings. Soft materials in uniformly designed ceiling islands ensure pleasant acoustics, and new lighting objects connect the various spaces.

Meeting and interaction
Throughout the building, various meeting places have been designed to facilitate interaction and collaboration. Course participants are welcomed in the vestibule, which has been restored to its original state: alongside a prominent service desk, comfortable seating areas offer views of the green inner garden and the monumental staircase. On the first floor, participants and teachers come together in the social hub, which offers a diversity of places to interact, learn, work or relax. The lower two floors contain classrooms and audio-visual studios. The top two floors have been designed as a contemporary, open working environment for SSR.

Voormalige HBS uit 1903 getransformeerd tot opleidingsinstituut SSR

De voormalige Hogere Burgerschool (HBS) aan de Catharijnesingel in Utrecht is door DP6 en i29 en hun ontwerpteams in opdracht van het Rijksvastgoedbedrijf getransformeerd tot het nieuwe onderkomen van SSR, het opleidingsinstituut van de Rechtspraak en het Openbaar Ministerie. Het statige pand is zorgvuldig hersteld en verduurzaamd, waardoor de oorspronkelijke kwaliteiten weer tot hun recht komen. Ook is een nieuwe tijdlaag toegevoegd, waarin de aansluiting is gezocht op het bestaande en die past bij de identiteit en wensen van het opleidingsinstituut.

Rijke historie en symmetrische opzet
Bouwdeel H werd in 1903 aan de Catharijnesingel gebouwd als HBS, naar ontwerp van architect F. J. Nieuwenhuis. Het was een statig gebouw met een symmetrische U-vormige plattegrond, lange zichtlijnen en een grote mate van ruimtelijkheid.

Tot ca. 1995 was de HBS in gebruik als onderwijsgebouw, daarna werd het verbouwd tot kantoorpand dat behoorde tot de nieuw gebouwde Rechtbank Utrecht, waaraan het gebouw zijn naam, Bouwdeel H, ontleent. De doorlopende gangen werden dichtgebouwd om kantoorwerkruimten te realiseren, doorzichten verdwenen en verlaagde plafonds werden toegevoegd. De oorspronkelijke entree en het trappenhuis verloren daarbij een aanzienlijk deel van hun functie.

Heldere structuur hersteld
DP6 en i29 maakten voor SSR een ontwerp dat de heldere structuur van het historische gebouw weer duidelijk laat spreken, en daarnaast een nieuwe laag geeft die de identiteit van SSR weerspiegelt: een vertrouwde, creatieve en uitnodigende leer- en werkomgeving waar cursisten, docenten en medewerkers zich thuis voelen.

De in de loop der jaren toegevoegde wanden in de lokalenstructuur, de brandscheidingen in de entreehal, de verlaagde plafonds en andere verrommeling zijn weggehaald. De heldere symmetrische structuur, de hoge plafonds en statige ruimtelijkheid uit 1903 zijn weer beleefbaar en het vakmanschap in de details is opnieuw zichtbaar. Op strategische plekken zijn doorbraken gemaakt om meer openheid en doorzichten, en daarmee verbinding te creëren en daglicht toe te voegen. Ook is de groene binnentuin vanuit de hal ontsloten, een oase in het hart waar het concept van ontmoeten en van elkaar leren ook buiten wordt doorgezet.

Balans
Sleutelwoord in het ontwerp van de nieuwe elementen is balans: tussen oud en nieuw, tussen statigheid en huiselijkheid, tussen ronde en vierkante vormen, tussen zachte en harde materialen, tussen transparantie en geborgenheid. Balans verwijst ook naar de weegschaal van Vrouwe Justitia die de afweging van argumenten, bewijzen en getuigenissen weerspiegelt, en hiermee het fundament is van de rechtspraak.

Door consistente, zorgvuldige keuzes in materiaal- en kleurgebruik en zorgvuldige detaillering is één totaalbeeld gerealiseerd dat hoogwaardige kwaliteit uitstraalt. Zo zijn in de gangen op de begane grond de oorspronkelijke terrazzovloeren gerestaureerd en op de verdiepingen is dezelfde vestibulesfeer gerealiseerd door een nieuwe troffelvloer met een chique belijning. Nieuwe binnenkozijnen zijn van donker staal en contrasteren met de oude, zodat de structuur van de oorspronkelijke openingen herkenbaar blijft. Zachte materialen in uniform ontworpen plafondeilanden zorgen voor een fijne akoestiek en nieuwe lichtobjecten verbinden de verschillende ruimtes.

Ontmoeting en interactie
In het gebouw zijn verschillende ontmoetingsplekken ontworpen waar ruimte is voor interactie en samenwerking. Zo worden de cursisten welkom geheten in de weer in oorspronkelijke staat teruggebrachte vestibule: naast een prominente servicebalie zijn hier comfortabele zitjes met zicht op de groene binnentuin en de monumentale trap. Op de eerste verdieping ontmoeten cursisten en docenten elkaar in de mensa, met een diversiteit aan plekken voor interactie, om te leren of werken en om te ontspannen. Op de onderste twee verdiepingen bevinden zich verder cursuslokalen en beeld- en geluidsstudio’s. De bovenste twee etages zijn ingericht als eigentijdse en open werkomgeving voor SSR
